Consultant for the Review of the Strategic Plan (2022 – 2027)

Terms of Reference

1. Background

Invest Turks and Caicos Agency (Invest TCI) is the national investment promotion agency, established in 2015 to facilitate, promote, and encourage domestic and foreign investment in the Turks and Caicos Islands. In 2021, Invest TCI developed its Strategic Plan (2022–2027) to provide direction for fulfilling its mandate and supporting national economic priorities.

Given the dynamic investment and economic environment, it is essential to review the Strategic Plan to assess its effectiveness, alignment with national development priorities, and responsiveness to the needs of investors, stakeholders, and the wider economy. This consultancy will undertake that review and provide recommendations to strengthen the Agency’s strategic focus going forward.

2. Purpose

The purpose of this consultancy is to conduct a targeted review of Invest TCI’s Strategic Plan (2022–2027).  The review will focus on alignment, prioritization, and validation of the Plan’s objectives and implementation progress. This is not intended as a wholesale redesign, but rather a refinement and validation exercise to ensure the Strategic Plan remains relevant, coherent, and impactful.

3. Objectives

The objectives of the review are to:

• Assess the degree of implementation of the Strategic Plan and measure progress against its stated objectives.
• Identify achievements, gaps, and challenges in execution.
• Validate whether the strategic priorities remain relevant in the current and emerging socio-economic context.
• Ensure alignment with national development goals, the Government’s investment policy, and best practices in investment promotion.
• Provide clear, actionable recommendations for strengthening the Strategic Plan for the remainder of the planning period.

4. Scope of Work

The Consultant will:

1. Conduct a desk review of the Strategic Plan (2022–2027), performance reports, and related policy documents.
2. Assess progress made against strategic objectives, targets, and indicators.
3. Undertake consultations with Invest TCI’s Board of Directors, management, staff, and external stakeholders.
4. Identify strengths, weaknesses, opportunities, and threats (SWOT) relating to the Strategic Plan.
5. Benchmark Invest TCI’s strategies against best practices in investment promotion, particularly within the Caribbean/SIDS region.
6. Provide recommendations on adjustments needed to strengthen the Strategic Plan for the remaining implementation period.
7. Prepare a concise, external-facing summary of the Strategic Plan that provides a general overview of the vision, priorities, and key actions in a format suitable for stakeholders, partners, and the public.

5. Deliverables

The Consultant will be required to produce the following:

• Inception Report: Detailing methodology, work plan, and schedule.
• Draft Review Report: Including findings, analysis, and preliminary recommendations.
• Presentation: To Invest TCI’s Board of Directors on draft findings and recommendations.
• Final Review Report: Incorporating feedback and providing a clear roadmap of actionable recommendations.
• Condensed Strategic Plan Overview: A stakeholder-friendly summary (e.g., 8–10 pages, with visuals/infographics) highlighting the Agency’s vision, goals, and priorities, suitable for dissemination to external audiences.

6. Location & Risks

Location: The consultancy will be conducted in the Turks and Caicos Islands. Some tasks (desk review, virtual consultations) may be completed remotely if necessary.

7. Duration

The consultancy will be undertaken over a period of three (3) months, commencing 1 November 2025 and concluding no later than 30 January 2026. The assignment is expected to require approximately 60–66 man-days of professional input.

8. Consultant Qualifications

The Lead Consultant should possess:

• A Master’s degree in Business Administration, Economics, Social Sciences, or a related field.
• At least 10 years’ professional experience in strategic planning, evaluation, or organizational development.
• Demonstrated experience in reviewing or evaluating strategic and implementation plans.
• Strong understanding of investment promotion, economic development, and the Caribbean/SIDS context.
• Excellent analytical, facilitation, and communication skills.

9. Reporting Lines

The Consultant will report directly to the CEO of Invest TCI (or her designate) and work in close collaboration with the Board of Directors. The CEO will be responsible for approving deliverables in consultation with the Board.

10. Deadline Date for Applications
